FINANCIAL RESOURCES AVAILABLE FOR TENANTS
The Government of Canada and Province of Manitoba have announced several initiatives to support businesses during this health crisis.
- The Manitoba government is introducing the Sector Support Program to provide up to $22 million in further support for businesses affected by the most recent COVID-19 public health orders. Businesses can apply for grants based on the number of employees.
- The Highly Affected Sectors Credit Availability Program (HASCAP) launches on February 1, 2021. To be eligible for HASCAP, businesses need to show a year-over-year revenue decline of at least 50% in three months, within the eight months prior to their application. They must also be able to show their financial institutions that they have previously applied for either the Canada Emergency Wage Subsidy or the Canada Emergency Rent Subsidy.
- The new Canada Emergency Rent Subsidy (CERS) covers part of eligible expenses for businesses impacted by the pandemic. This includes rent, property taxes, insurance, and interest on mortgages, starting on September 27, 2020, until June 2021. The new rent subsidy provides funds directly to qualifying renters and property owners, without the participation of landlords. Businesses can apply online for the CERS on the Government of Canada website.
- The Canada Emergency Wage Subsidy (CEWS) provides a wage subsidy to eligible employers until June 2021.There is a calculator for potential applicants available online to help navigate the program.
- The Dine-in Restaurant Relief Program provides $7-million to the Manitoba Chambers of Commerce to develop a program that provides financial relief to dine-in restaurants across Manitoba that have shifted to a delivery model as a result of moving to Critical (red) and subsequent public health orders.
- Through the Business Credit Availability Program (BCAP) Export Development Canada (EDC) is working with financial institutions to guarantee 80% of new operating credit and cash flow term loans of up to $6.25 million to small and medium-sized enterprises.
- Through the Business Credit Availability Program, Business Development Canada (BDC) is working with financial institutions to co-lend term loans of up to $6.25 million to SMEs for their operational cash flow requirements. The program offers differing maximum finance amounts based on business revenues.
- Through the Business Credit Availability Program, the Business Development Canada's (BDC) Mid-Market Financing Program will provide commercial loans ranging between $12.5 million and $60 million to medium-sized businesses whose credit needs exceed what is already available through the Business Credit Availability Program and other measures. BDC anticipates that qualifying companies will have annual revenues in excess of approximately $100 million.
- Through the Business Credit Availability Program, EDC’s Mid-Market Guarantee and Financing Program will bring liquidity to companies who tend to have revenues of between $50 million to $300 million, to sustain operations during this uncertain period. EDC will continue to work with Canadian financial institutions to guarantee 75 % of new operating credit and cash-flow loans – ranging in size from $16.75 million to a maximum of $80 million. These expanded guarantees are available to exporters, international investors and businesses that sell their products or services within Canada. More details will be made available soon.
- The Large Employer Emergency Financing Facility (LEEFF) program will provide bridge financing to Canada’s largest employers whose needs during the pandemic are not being met through conventional financing in order to keep their operations going. The objective of the LEEFF is to help protect Canadian jobs and avoid bankruptcies of otherwise viable businesses where possible. Companies seeking support must demonstrate how they intend to preserve employment and maintain investment activities.

Province expands back to work wage subsidy program
As part of #RestartMB, Manitoba’s roadmap to recovery, the Manitoba government is expanding its ‘Back to Work’ wage subsidy program and providing additional financial support for businesses to bring more Manitobans back to work. The enhanced Back to Work program will reimburse 50 per cent of wage costs (up to $5,000) per employee hired or re-hired between July 16 and Oct. 31, 2020, for up to 20 new workers to a maximum of $100,000 per business, not for profit or charity. The application deadline is Oct. 1, with a deadline to submit proof of wages of Jan. 4, 2021. B2B Manitoba Will Assist Businesses with Reopening and Economic Recovery
The Manitoba government has partnered with the Canadian Manufacturers and Exporters, the Manitoba and Winnipeg Chambers of Commerce, and North Forge Technology Exchange to support the development and launch of an online marketplace to connect Manitoba businesses with non-medical grade personal protective equipment (PPE) and other materials needed for businesses to operate. HOW WE ARE SUPPORTING OUR EMPLOYEES
We are closely monitoring advice from the Canada’s Public Health Services, the World Health Organization and provincial authorities and providing regular updates to all our employees. We have asked all employees to cooperate in taking steps to reduce the transmission of communicable diseases in the workplace. Recommendations include:
- Avoiding non-essential travel
- Wash your hands frequently with warm, soapy water for at least 20 seconds. (Run through happy birthday twice)
- Cover your mouth with tissues whenever you sneeze, and discard used tissues in the trash immediately.
- Stay home when you are sick and seeking medical attention as needed.
- Avoid people who are sick with respiratory symptoms.
- Clean frequently touched surfaces at least daily.
- Avoid large groups (concerts, sporting events)
We have asked our employees to work from home where possible and only come into the office when necessary. Employees are encouraged to use video and telephone conferencing instead of face-to-face meetings as much as possible during this outbreak.
